Leidos is seeking an EHR Solution Architect SME to work remotely, supporting the DHMSM contract. The DHMSM program provides modernization of Electronic Health Record (EHR) capabilities for the Department of Defense. The Leidos Partnership for Defense Health (LPDH) is seeking candidates for the engineering team to support a number of positions to define, implement, deploy, and sustain new capabilities for the MHS GENESIS DoD EHR system.
Primary Responsibilities
Provide Architecture and Design leadership with a focus supporting Oracle Health (Cerner) EHR architecture topics including solution design, interfaces, market assessments, Analysis of Alternatives, ROM/engineering estimates, and DAR analysis resulting in architecture artifacts (DODAF, Whitepapers, PPT) and recommendations to peers and customers.
Formal experience and background in design and documenting architecture baselines and functional analysis, documenting system analysis and design decisions, and authoring documentation.
Communicates with internal engineering team, leads daily scrum meetings, coordinating engineering resources, and supports creation of engineering artifacts.
Manage and update Jira entries, status, track team tasking to completion.
Following engineering best practices, documents and supports development of technical solutions meeting functional objectives.
Ability to capture risks, issues, concerns, and opportunities along with any proposed mitigations and raise for decision by leadership team.
Conduct analysis of current engineering processes, recommending alternatives and/or improvements, to improve business processes.
Collaborates with functional leads (Engineering, Dev, Cyber, Ops, Test) to gather status, document risks/mitigations, status issues, and/or raise them to management for assistance.
Monitor project for areas where challenges are being encountering and facilitate the identification of mitigation strategies.
Required Qualifications
BS Degree and 12+ years of prior relevant experience or a Masters and 10+ yearsβ experience.
US Citizen with current US Government clearance; ability to obtain and maintain ADP2/IT2 Public Trust. Federal Government requirement.
DHA, VA, or other commercial EHR design and architect health IT domain knowledge
Extensive experience with data standards, metadata, and prior experience as a data manager
Architecture design experience with solutions & interfaces (HL7, FHIR, etc.).
Experience with design and development supporting health care data interoperability with FHIR, HL7, REST APIβs, JSON, and XML
Proven experience working in complex projects gathering and documenting functional user requirements and converting them into user story and acceptance criteria requirements.
Hands on experience in working with customers to define/optimize their business processes, breaking them down into requirements, and helping to define the implementation through available technologies.
Working knowledge of MS Office suite of tools, Jira, and Confluence.
Proven verbal and written communications skills, with an ability to express complex technical concepts in business terms.
Strong analytical, problem-solving, and conceptual skills.
Strong interpersonal skills: ability to communicate and persuade at all management levels and thrive in a cross-functional, multi-contractor and vendor environment.
Preferred Qualifications
Oracle Health (Cerner) IT certifications
Experience with Oracle Health (Cerner) platform solutions including HealtheIntent, PowerChart, Patient Portal, Millennium, and RevCycle.
Experience with SaaS solution delivery, cloud infrastructure design, and platform engineering
Experience leading architectural design and implementation teams.
Operational Garrison and OpMed knowledge and experience
Experience with cloud and managed service offerings
Experience with any of the following:
Full lifecycle software development
AWS Managed Services (EC2, S3, EKS, etc.)
Containerization concepts and management (K8s, Docker, Rancher)
Cybersecurity implementations (STIG, POA&M)
Agile product management and tools (Jira, Confluence)
